PROJECT OVERVIEW
The Software Technology Park (STP) aims to build the first ever Software Technology Park in Lahore.
The building is a 17 storied tower with ancillary facilities on a site measuring 32 canals & 8 marlas located on the Ferozepur Road.
The gross area of the building is 495,100 sq ft. The net floor area for the tower is 272,350 sq ft and net floor area for parking is approximately 222,750 sq ft.
The major components of work include Pile Foundations,
a 17 storied Main Building Tower, a 6 storied Car Park, Power Generation, and the External Facade.
PROJECT OBJECTIVES
The Information Technology sector in Pakistan aims at promotion of Software development, Information & Communication Technology (ICT),
Call Center industry and other high tech businesses in order to compete in the international market.
The advancement of this sector guarantees and is an indicator of the advancement of other sectors of economy.
The objective of PITB Software Technology Park in Lahore Pakistan is to develop a catalyst for the country’s industry initiatives by providing
a world-class high tech facility for the New Economy. One of the potential benefits of this project are Call Center Revenues.
In addition to this, an attractive conducive environment of international standards is essential for the flourishing of knowledge-based industries
such as Information Technology (IT), Information & Communication Technology (ICT), Research & Development (R&D) and Multi-national Corporations (MNCs).
Such an environment also serves the purpose of attracting and retaining local and foreign high tech expertise.
PERFORMANCE REVIEW
To speed up the commencement of the Project, it was found prudent to split up the contracts for the Piling works and Main Building construction.
The Piling works have already been tendered out and awarded to M/s CONDRILL. The Letter of Acceptance and Notice to Commence have been issued on November 04,
2006 and November 20, 2006 respectively along with the formal site handing over. The test pile has been driven and loading test conducted on December 23, 2006.
The Piling works are in full swing at present with around 240 piles already been casted.
Tender documents for the Main Building are under preparation and will be handed out by the first week of March. It is expected that a number of local & foreign
contracting firms would take part in the tendering process.
SERVICES BY DGM&E
DGM&E P&D is assisting and monitoring the activities being carried out on this project by the PMO, the Consultant and the Contractor.
Project Management Support Services:
A Project Plan has been developed at the DGM&E, P&D Department and submitted to PITB for perusal.
One of the key goals of the DGM&E, P&D is to see that the stakeholders involved with the project are working in compliance with the agreement.
The basic role of DGM&Eis to provide Project Management Services for the project. In this regard DGM&E has lent support to the PITB for the following tasks:
- Representation in the Project Steering Committee

Representation in the PISC

Coordination between PITB, PMO for STP and PCU CM secretariat

Assistance in preparation, examination and comments on project documents
like PC-I, PC-II, Prequalification documents, Contract documents, Tender
documents etc.

Revised and updated project plan
Preparation of Project Plan for STP:
The Project Plan developed at the DGM&E P&D has been established as the Master
Baseline schedule for the Project and is being updated on a weekly basis,
clearly indicating the progress, delays and bottle necks confronted in the
Project.
Preparation of Piling Schedule: The DGM&E P&D has also lent its support for the creation of a Piling schedule,
initially prepared on P3 and later converted to Primavera ver 5.0. Copies of the schedule were provided to the Consultant,
Contractor and the PMO for STP for their comments and feed back.
The suggestions have been incorporated in the schedule and the same has been agreed upon and duly signed by the Contractor.
The DGM&E P&D intends to monitor the Piling process by using the same schedule and update it on a weekly basis.
Project performance reporting: All the activities being carried out on the Project are monitored according to the
Mater baseline schedule established by the DGM&E P&D. The schedule is monitored on a weekly basis which prevents the Project from slipping off the
schedule by calling attention to the delays in time. The DGM&E , P&D has been bringing out periodic reports to monitor the status of the Project.

Note: The task of generating periodic performance reports has now been deputed to the Project Management Office (PMO) for STP. The PMO for STP has brought forth the sixth report of the order, for the month of January, dated February 10, 2007.
