Lower Chenab Canal Eastern

PROJECT OVERVIEW

Rehabilitation of Lower Chenab Canal Eastern Part-A (LCCE-A) was inaugurated by Chief Minister Punjab, Ch Pervaiz Elahi on 19 Apr 04. The Project consists of 32 contract packages. Rehabilitation works for Main Line Upper (MLU), Main Line Lower (MLL) and Upper Gugera Branch Canal (UGBC) are distributed in 12 contract packages, amounting to Rs 1806 million. Rehabilitation of distributaries and minor are covered by 17 contract packages, amounting to Rs 265 million. Three separate packages amounting to Rs 325 million are for construction of Village Road Bridges on Upper Gugera Branch Canal.

PERFORMANCE REVIEW

The percentage completion of the project to date is 83%%. The Project has been rebaselined 9th time since its commencement in Feb 2004. The Schedule Performance Index has remained near 0.8 even after 9th rebaseline.  Progress on the project continues to lag owing to the off and on de-scoping of deliverables, design issues, delays in site hand-over to contractors, and unsatisfactory performance of contractors.

SERVICES BY DGM&E

  1. DGM&Ehad offered its services right from the inception of the Project Plan. The Engineers from DGM&E devised the Project plan covering all the tasks of rehabilitation works for Main Line Upper (MLU), Main Line Lower (MLL) and Upper Gugera Branch Canal in consultation with the department. The Plan was also verified by the department and the consultants in addition to its issuance to the contractors.
  2. DGM&E's team has also been tracking progress of the project. The team has also been visiting the project sites to ascertain the progress. At the time of initiation, LCCE project was expected to be completed by 15-Feb-2005 (1st baseline). However, progress on the project was behind schedule from the start due to delays in design and mobilization of contractors. In August 2004 DGM&E predicted that the project would miss its completion target of Feb 2005 by almost 1 year. Now the completion date has slipped to 29th Oct 07. During DGM&E monitoring, the department and consultants have been advised many times regarding revamping of the project through status reports, assessment reports and alerts, however, improvement could not happen.
  3. DGM&E has contributed in the capacity building of the irrigation department staff in the areas of project management and their training over the modus operandi of the reporting
